The U.S. suspected Osama bin Laden used the technique in 2001

British authorities are stepping up detection of hidden messages. Using steganography terrorist groups can use a "container message" such as an online photograph. By altering the R/G/B color palette of the image, the groups can insert tiny bits of a hidden message into each pixel. Then using a decoder key sent to each terrorist organization member they can decide the pixels to reveal the message. The images can be uploaded to any web site and are undetectable to the human eye.
